This report of the Barrier Island Work Group was published on December 18, 1978, by the U.S. Department of the Interior’s Heritage Conservation and Recreation Service. This report was directed by President Carter in his Environmental Protection Message of May 23, 1977, which directed the Secretary of the Interior, in consultation with the Secretary of Commerce, the Council on Environmental Quality, and State and local officials of coastal areas, to develop an effective plan for protecting barrier islands (including recommendations for action to achieve this purpose). This report was a predecessor to the Coastal Barrier Resources Act.
