Public Comment Period for Draft CD Proposed Transmission Line Rebuild

The U.S. Fish and Wildlife Service (Service) is preparing a Compatibility Determination (CD) for a proposed transmission line rebuild from Three Johns Road to the U.S. Forest Service boundary at the Russian River within Kenai National Wildlife Refuge. The transmission line rebuild includes removing the existing 115 kV line and poles and replacing it with a 230 kV transmission line and poles accompanied with a fiber optic cable. The Service is currently evaluating the compatibility of this proposed activity, as required by agency policy (603 FW 2). Regulations applying to CD鈥檚 within Alaska national wildlife refuges are found in 50 CFR 25.21. The Service invites interested persons to make comments on the Draft CD as it affects their interest in the area and how they believe this use of Refuge lands may affect Refuge purposes.

Hard copies are available at the Kenai NWR Headquarters, Ski Hill Road, Soldotna, Alaska. Comments on the Draft CD must be received by July 23, 2025. The Final Compatibility Determination associated with this evaluation will be available after September 23, 2025. All persons commenting on the CD that provide a current mailing or email address will receive a copy of the Final CD.
