David McDonald brings over 15 years of experience across conservation, infrastructure, national security, and federal administration. Currently serving as Chief of Staff for the U.S. Fish & Wildlife Service, he acts as the principal advisor to the Director and Deputy Director, guiding strategic alignment, interagency coordination, and high-level stakeholder engagement to advance the Service鈥檚 mission. David鈥檚 career is distinguished by his ability to lead complex, cross-functional initiatives, manage multi-billion-dollar portfolios, and navigate the intersections of policy, operations, and public service.

Before his current role, David held leadership positions within the Service, the U.S. Army Corps of Engineers, and the U.S. Army. He has worked successfully in both combat and federal program environments, bringing a steady, mission-focused approach to every assignment. His background includes managing enterprise-scale transformation efforts, infrastructure development, and conservation initiatives under the Bipartisan Infrastructure Law Bipartisan Infrastructure Law
The Bipartisan Infrastructure Law (BIL) is a once-in-a-generation investment in the nation鈥檚 infrastructure and economic competitiveness. We were directly appropriated $455 million over five years in BIL funds for programs related to the President鈥檚 America the Beautiful initiative.
